The ADRA HIV Project is funded by the Global Fund in partnership with the National Department of Health, with technical support from the World Health Organization. World Vision acts as the Primary Recipient, whilst Adventist Development Relief Agency acts as the Sub Recipient with support from implementing Partners Morobe Provincial Health Authority and Community-Based Organizations, including Key Population Advocacy Consortium (KPAC) and Igat Hope Inc.
The GF Grant Cycle 7– (2025-26) is the 3rd grant Cycle ADRA is involved in as a partner. The Project is currently fully funding the ADRA HIV/STI Clinic and its services, the KP Outreach Programme through the Community Outreach Activities, as well as the Mother Mentor and PLHIV Case Tracker Programmes supported by selected Clinics within Lae District and clinics within the periphery of Nawae and Huon Gulf District. The grant also supports ADRA HIV/STI Clinic located at Town Street, Eriku, LAE.
The key objectives for the 2025-2026 HIV project are:
Save Lives: Through continued investment and strategic partnerships, the Global Fund aims to save lives and prevent a resurgence of HIV, particularly in countries where progress is at risk.
Achieve the 95-95-95 targets: The global strategy continues to focus on reaching specific targets in the HIV treatment cascade:
95% of people with HIV know their status.
95% of those who know their status are on treatment.
95% of those on treatment are virally suppressed.
Strengthen Health Systems: Efforts are directed towards building more resilient and sustainable health and community systems to fight future outbreaks and accelerate pathways to self-reliance.
Address Social and Structural Barriers: The strategy continues to prioritize the removal of social and structural barriers to accessing healthcare, ensuring that vulnerable populations have greater access to vital services.
Key Population Community Outreach Program
The KP Community Outreach team is comprised of a total of 45 Peer Workers located at various hot spot areas within Lae and the periphery districts. The Peer workers' primary role is to reach their peers through the Peer to Peer Approach or through Mobile Clinics by conducting and sharing information on HIV/STI awareness, other health education, and cross-cutting issues such as GBV. Peer consents are obtained during these meetings to be referred for testing.
Once the client's test result comes out positive, they are immediately treated on ART if HIV and other STI treatment if syphilis, gonorrhea etc. Clients are also registered at clinics of their choice to continue treatment and support after the test. Peers are referred to other pathways if they need assistance in other areas.

People Living With HIV (PLHIV) Case Trackers Program
Under this program, 5 PLHIV Case Trackers work closely with the HIV Clinics within Lae to track and bring back HIV Positive clients who have tested positive; however, due to some reasons, they have not returned to the clinic to continue treatment.
Once these clients are found, they are counseled and brought back to the Clinic to resume treatment and continue to support them to a stage where they are able to continue to help themselves with treatment.
Mothers Mentor Program
Ten Mother Mentors are currently placed in 8 Clinics within the Lae District (Anua Moriri Day Care Center, Butibam Clinic, Malahang Clinic, Tent City Clinic, Milford Haven Clinic, Center of Mercy, Bishop Henry and Mary Queen Clinic).
Their role is basically to work closely with Antenatal Clinics (i) to identify pregnant mothers who have tested positive for HIV and are on ART (ii) PLHIV mothers who are on ART and have just given birth to their babies. Their task is to mentor, counsel, and support these mothers to ensure vertical transmission of HIV from Mothers to babies does not occur during the pregnancy process and up to the stage when the baby is 18 months old.

Support the KP Community Outreach Activities
The ADRA PNG Clinic in Lae operates from Monday to Thursday each week, serving between 20 and 30 clients daily. Clients are either referred by Peer Outreach Workers or come in voluntarily for HIV/STI counseling and testing. The clinic offers Antiretroviral Therapy (ART) to individuals living with HIV. Since 2021, the clinic has registered 373 PLHIVs. Currently, 152 individuals are actively receiving ART. Some have transferred to other clinics within Lae and other provinces, while others are considered lost to follow-up, and a few have passed away.
PrEP (Pre-Exposure Prophylaxis) is a new HIV prevention treatment in Papua New Guinea. Lae has been selected as one of the pilot districts for the rollout of PrEP, along with the National Capital District. Awareness of PrEP is gradually spreading among Key Populations, and we have already started enrolling several individuals. We anticipate an increase in the number of people seeking PrEP as awareness grows.
While the ADRA Clinic specializes in HIV and STI care, it also addresses cases of Gender-Based Violence (GBV) within Key Populations, including instances of sexual violence, physical violence, and abuse. Although the clinic does not provide full GBV services, we act as a referral point, connecting clients with appropriate support, such as the ANGAU Family Support Center.
The ADRA Clinic provides treatment for individuals infected with Sexually Transmitted Infections (STIs). STI medications are supplied by the National Department of Health through the Morobe Provincial Health Authority (MoPHA). We offer STI treatment to both individuals and couples. Routine viral load monitoring is essential for all PLHIV on treatment. The clinic provides regular viral load checks for all clients on ART. Blood samples are collected and sent to ANGAU Hospital's main laboratory for viral load testing.
